If you are playing an Alliance character, then the chances are good that any Herbalism endeavour you undertake will start in Elwynn Forest.

Herbalism is used as a sister skill to both Alchemy and Inscription, and both require relatively impressive quantities of Herbs to Level.
Moreover, once you reach a certain level in Inscription, you will acquire the skill “Minor Inscription Research”, which is on a 20-hour cooldown and that you should – must – do everyday, as it is the only way to learn how to create “Minor Glyphs”.
Minor Inscription Research requires Moonglow Ink, which is created from Alabaster Pigment, which in turn is extracted from very low-level Herbs, namely Peacebloom, Silverleaf and Earthroot. This means that even at a higher level, you will need to revisit Elwynn Forest occasionally to gahter these Herbs.
Here is the Herbalism map for Elwynn Forest:
*** To Level Quickly and Efficiently, use this Automated Leveling Assistant, either for Alliance or Horde ***As you can see, there is no real clear distribution of the Herbs, as they seem to spawn ‘randomly’ a little everywhere.
There are a few things to remember to maximize your herb gathering in Elwynn Forest, and anywhere else Peacebloom, Silverleaf and Earthroot spawn:
Peacebloom spawns in open grass, usually far from trees or hillocks;
Silverleaf always spawns next to trees;
Earthroot always spawns on hillocks or in the first few yards of the bottom of a mountain.
Keeping this in mind, you should be able to maximize your Herb-gathering route through Elwynn Forest. For example, you may choose to follow the mountains to the north, going east, gathering Earthroot, then looping back down next to the river for other herbs. Make sure you criss-cross the area thoroughly, since the Peacebloom and Silverleaf are usually in the middle, away from recognizable landmarks on the map.
I did a very short run this morning when I went out to take the screenshot, and in 20 minutes or so gathered about 50 assorted herbs, which translated to 32 Alabaster Pigments. This will allow me to continue my Minor Inscription Research for at least a week.
